Adgeneration: add userSync (cookie-sync) definition — deferred until backend getuid is ready

概要

S2S cookie-sync 用の userSync (redirect syncer) 定義を PR #11 (parity PR) から分離したものです。

背景

• backend (d.socdm.com) の /getuid エンドポイント作成が 2026年9月以降 の予定のため、upstream への parity PR には userSync を含めないことにしました
• 実装・検証済みの userSync 定義を失わないよう、この PR で保管します
• enabled: false がデフォルトのため、マージしてもホストが明示的に有効化しない限り動作しません（テスト環境では env var PBS_ADAPTERS_ADGENERATION_USERSYNC_ENABLED=true で有効化可能）

マージ条件（backend 対応後）

1. d.socdm.com /getuid 受け口の実装（SOC cookie 読み・$UID 置換・/setuid へ 302）
2. /adgen/prebid での user.buyeruid 消費
3. getuid URL / userMacro の最終仕様合意
