Add the Codex tooling validation stage

Part of #28; depends on #31. Add the canonical Codex bootstrap through local installation/version/hold validation, before host marketplace operations. Automatic startup remains unwired until the next slice. Estimated size: 143 changed lines.

Acceptance: the executable validation stage passes shell syntax and validates the adopted installation without changing host plugin state.
