Install the shared tooling profile and Git gates #29

Part of #28. Add the canonical installer, repository profile, marketplace settings, runtime ignores, and managed guidance. No prerequisites. Estimated size: 357 changed lines.

Acceptance: installation and profile/guidance validation pass, and npm test remains the repository check.
