fix(gateway): permit allowlist is checked before the tool registry (unknown tool → permit_tool_not_allowed) - #232
Product call from Lead: when a governed call carries an explicit permit, the permit's allowed_tools is the authority, so a tool the permit does not name is refused as out of scope whether or not it is registered.
Behavior
Explicit permit + tool not inallowed_tools + tool unregistered → -32003 permit_tool_not_allowed (JSON-RPC, /mcp/messages and standard /mcp) / HTTP 403{error: permit_tool_not_allowed} (REST), with details.requested_tool/allowed_tools and a signed denied receipt (reason_code permit_tool_not_allowed, zero credits, no ledger entry). The permit's own validation decides the code, so an earlier failure (wallet/key mismatch) keeps its narrower reason. Idempotent replay returns the same denial.
Explicit permit that names the unregistered tool → unchanged -32001 / 404.
Server-minted permits (standard /mcp): without an explicit permit, _governed_tools_call still returns -32001before minting, so an auto-mint never happens for an unknown tool (a minted permit always has allowed_tools == [tool] for a registered tool, so it cannot hit this branch). With an explicit _meta["io.agentmiddleware/permit_id"], the pre-mint local-registry short-circuit is skipped and the governed pipeline decides (it also consults persistent registrations, which the shortcut did not). Auto-minted calls for registered tools are unchanged.
Code: mcp.py new _deny_unregistered_tool_outside_permit called in the not service branch after durable replay and before "Tool not found"; mcp_standard.py only short-circuits -32001 when no permit was supplied.
Teststests/test_permit_unknown_tool.py (7): JSON-RPC and REST denial + receipt verified + audit + no debit; replay; permit-named unknown tool still not found; no-permit unchanged; standard /mcp explicit permit denial; standard /mcp auto-mint path unknown tool still -32001.
Local: full gateway suite 5796 passed, 87 skipped, 1 xfailed.
Note
Medium Risk
Changes ordering and error semantics for permit-governed MCP invocations (auth, idempotency, receipts), but scope is denial paths with explicit tests for information leakage and unchanged no-permit behavior.
Overview
Governed MCP tool execution now treats an explicit permit’s allowlist as authoritative before the tool registry, so calling a tool the permit does not name is refused as permit_tool_not_allowed (403 / JSON-RPC -32003) with audit, optional signed denial receipt, and idempotent replay—even when that tool is unregistered. If the permit does name an unregistered tool, or there is no permit, behavior stays tool not found.
The governed path in mcp.py is reordered: _deny_tool_outside_permit runs permit validation first (to avoid leaking another wallet’s allowlist), then quote checks, governed idempotency, and permit-scope denial without needing registered pricing. Standard /mcp only short-circuits “tool not found” when no explicit permit is supplied (no auto-mint for unknown tools). Failed invocation audits no longer include estimated_cost; replayed denials can carry details.

Governed calls with an explicit permit now distinguish unregistered tools excluded by the permit from tools allowed by it. Excluded tools produce a permission denial, with denial auditing and a signed receipt when a permit, wallet, and idempotency key are available. Tools allowed by the permit continue to the existing not-found handling. Calls without an explicit permit retain the existing not-found behavior. Tests cover these outcomes across JSON-RPC, REST, and standard MCP calls.
Fix the misleading signed denial receipt and strengthen the no-key and action-permit tests before merging.
Security architecture risk: Low · up to f2f51
The change preserves wallet ownership checks and prevents unregistered tools from executing or charging credits. No newly demonstrated authorization bypass was found. Denial evidence and recovery behavior still have unresolved coverage, so the assessment is not minimal risk.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The demonstrated effects are gateway authorization responses, audit events, denial receipts and caller-scoped replay state. The new unregistered-tool branch does not grant downstream execution authority, charge another wallet, or expose permit allowlists after wallet/key mismatch.
Security Findings and Attack Paths
inferred — An authenticated caller using its own wallet can now distinguish a missing permit ID from an existing mismatched permit through an unregistered-tool response. Registered-tool validation already exposed the same distinction at the base. No newly expanded cross-tenant data access or execution privilege was demonstrated; the two supplied candidates remain deferred, not verified findings.
Trust Boundaries and Controls
observed — Caller-controlled wallet and tool inputs remain subject to wallet ownership and bounded-key checks before persistence. Permit identity checks gate allowlist-derived details. Replay separately enforces stable permit subject identity, with a narrow exception for the original requester's foreign-wallet denial receipt.
Resilience and Maintainability Implications
inferred — Terminal-evidence recovery remains incompletely established. Receipt insertion and idempotency completion are separate writes; the inspected recovery selectors do not establish repair of an uncharged unresolved-tool owner. Wrong-key denial replay also rejects access before returning the stored receipt. Related finalization and replay limitations predate this PR, so they are not retained as newly introduced security concerns.

Apply the allowlist check before rejecting a missing action binding.
If an explicit action permit names a registered action tool but the caller requests a different, unregistered tool, is_action is true and action_binding is absent. This branch returns action_tool_binding_required before the new allowlist check runs. On the newly forwarded /mcp path, the request therefore never receives the intended permit_tool_not_allowed reason. Preserve action-binding enforcement after deciding whether the permit names the requested tool.

Return before checking a foreign permit’s allowlist.
A foreign wallet that already knows a permit ID can probe unregistered tool names. The current branch returns different outcomes for allowlist members and non-members, exposing one bit per request. Permit reads are owner-, issuer-, or admin-scoped, and this path cannot execute or charge a tool, so the impact is a minor metadata disclosure rather than a major authorization bypass.

Check the allowlist before rejecting a missing action binding.
An action permit is issued for a registered action tool, but the invocation can request a different, unregistered tool. is_action remains true because it is derived from the persisted permit fields. The missing tool has no action_binding, so the router raises action_tool_binding_required before the allowlist branch can return permit_tool_not_allowed. Repeated requests also bypass governed idempotency.
Move the excluded-tool check before that binding rejection. Keep the existing binding behavior for a tool named by the action permit.

Merge resolution (_raise_replayed_error): correct. Reading details above the 403 branch (vs main's read inside it) is behaviorally equivalent: only the 403 ToolPermissionDenied branch uses it, with the same isinstance(details, dict) guard. The keyed replay test confirms the replay returns the same code, details and receipt.
The claimed happy path works. A plain permit plus an unknown tool returns -32003 permit_tool_not_allowed with a denial receipt, and permit-less calls are unchanged (-32001). No reservation, charge or dispatch happens on the new path.
Findings
Major: allowlist oracle before binding validation (gateway/app/routers/mcp.py_deny_unregistered_tool_outside_permit, ~L1228-1240). The helper reads allowed_tools_json and returns early ("Tool not found", -32001) when the name is on the permit. This happens before validate_for_action checks wallet, key and signature. A caller that presents another wallet's permit_id gets "Tool not found" when an unregistered name is on that permit, and permit_wallet_mismatch when it isn't. That leaks the foreign permit's scope, which main did not, since main always answered "Tool not found". Fix: run the permit's wallet/key/signature validation first, and only then branch on allowlist membership.
Minor: action permits don't get the new behavior (mcp.py ~L1419 vs ~L1478). For an action permit and an unregistered tool, action_tool_binding_required is raised before the new check, so the out-of-scope call never returns permit_tool_not_allowed and gets no receipt. Either document this exclusion in the PR or test it explicitly.
Minor: no-idempotency-key ordering (mcp.py ~L1271 vs ~L1649). A governed call with a permit, an unknown tool and no idempotency key now issues a signed denial receipt. A registered tool in the same situation is refused with idempotency_key_required first. Repeated keyless calls each mint a new denial receipt instead of a replayable outcome. Check the key requirement first so the two paths match.
Nit (real-data rule):gateway/tests/test_permit_unknown_tool.py uses invented tool names (permit-scope-allowed-tool, permit-scope-unregistered-tool, L36-37) and an invented {"message": "hello"} argument (~L191). An unknown-tool test needs some unregistered name. Use a data-free one, or one derived from the registry (e.g. a registered tool's name with a suffix), and empty or real arguments.
Finding 1 is a new information-disclosure regression on a security boundary, so the verdict is FAIL. The merge resolution itself is fine.
With an explicit permit, an unregistered tool that is not in allowed_tools now returns -32003 permit_tool_not_allowed (JSON-RPC, /mcp/messages and standard /mcp) or HTTP 403 (REST). The response carries a signed denied receipt and has zero charge. A tool the permit does name but the registry lacks still returns "Tool not found". This matches Lead's product call.
mcp_standard.py no longer auto-mints for an unregistered tool when no permit is given (still -32001), and the action_permit_required guard is now null-safe.
Tests: test_permit_unknown_tool.py covers the new path. Local: 6075 passed, 103 skipped. CI: all green, BEHIND main, mergeable.
Missing test (nice to have): a replay of the denied call with the same idempotency key, to show that details survive _raise_replayed_error. The diff hoists details for exactly that case.

Codex review of #232 at d14a2f0. Since 1babe40 the only change is a merge of main (#246, #247); the PR's own code is unchanged.
The requested behavior holds on the ordinary permit path. With a permit and an unregistered tool the permit does not name, the call returns -32003 with a signed denial receipt, and permit-less calls still return -32001. Every finding from the earlier 1babe40 FAIL is still open, though:
High: allowlist oracle (gateway/app/routers/mcp.py:1228-1237, _deny_unregistered_tool_outside_permit). The helper loads the permit and returns early ("Tool not found", -32001) when tool_name is in allowed_tools_json. That happens before validate_for_action checks wallet, key and signature (L1238). A caller holding another wallet's permit_id can tell allowed names (-32001) from disallowed ones (a denial). Run validate_for_action (or at least the wallet/key binding) before reading the allowlist, or return the same refusal for both cases when the binding fails.
Medium: action permits never reach the new path. action_tool_binding_required is raised first (mcp.py:~1419), so there is no permit_tool_not_allowed and no receipt. Document this exclusion or test it.
Medium: with no idempotency key, the new denial (mcp.py:~1478) mints a receipt before idempotency_key_required. A registered tool would be refused first, so each repeated keyless call mints a new receipt.
Medium (real-data rule):gateway/tests/test_permit_unknown_tool.py:36-37 and ~L191 commit invented tool names and arguments. Derive the unknown name from the registry at runtime (for example a registered name plus a uuid4() suffix) and use empty args.
Delta since 1babe40: a plain merge of main (be3d81f), and the remerge-diff is empty.
pytest: 6075 passed, 103 skipped
Open CodeRabbit thread (mcp.py:1484), not addressed: under an action permit, an unnamed tool is refused with action_tool_binding_required before the allowlist branch returns permit_tool_not_allowed. The call is still refused, but the code differs and governed idempotency is skipped. Follow-up recommended.
dsh headless review of the full PR diff (merge-base..d14a2f0), run Oct 26 at 6:54 AM PT. This supersedes the earlier hand review for this head.
Review
I traced all three entry points (/mcp/messages, /mcp, and the legacy REST invoke) through _execute_registered_tool_inner, inspected the replay path, and ran the new suite plus the existing trust, idempotency, denial-detail, auto-permit, and standard-MCP tests. They pass. The no-permit path and the auto-mint path are unchanged. The issues below are in the new permitted-denial path.
1. The new path still leaks tool registration through caller-readable audit metadata
gateway/app/routers/mcp.py:1249-1255 (decision built with estimated_cost=None)
The registered out-of-scope denial does not write tool_registered at all and records the real cost:
gateway/app/routers/mcp.py:1609-1615
gateway/app/routers/mcp.py:1786-1798
Audit metadata is returned verbatim to the wallet:
gateway/app/routers/me.py:256-299
gateway/app/routers/audit.py:49-97
gateway/app/schemas/audit.py:22
gateway/app/services/audit_log.py:53-75
A wallet-scoped caller can therefore call an out-of-permit tool and then read its own /v1/me/audit/events entry. tool_registered: False (and estimated_cost: None) distinguishes an unregistered tool from a registered one, which is exactly the leak this PR is trying to close.
2. The signed denial receipt also distinguishes registered from unregistered tools
gateway/app/routers/mcp.py:1285 passes registered_cost=Decimal("0") for the new path, while the registered out-of-scope denial passes the real tool cost at gateway/app/routers/mcp.py:1817.
That value becomes the receipt field credits_authorized (gateway/app/services/receipts.py:469, gateway/app/schemas/trust.py:319), and the full receipt is returned in the error response. So a caller sees credits_authorized == 0 for an unregistered tool and a nonzero cost for a registered tool. Removing only tool_registered from the audit metadata would not fix the leak.
3. The new check runs before the idempotency-key and quote gates, so errors still differ by registration
The new denial is called inside the if not service block at gateway/app/routers/mcp.py:1478-1500, before:
the governed idempotency_key_required check at gateway/app/routers/mcp.py:1649-1662
the quote check at gateway/app/routers/mcp.py:1571-1604
Consequences:
A permit-bearing request with no idempotency key returns 403 permit_tool_not_allowed for an unregistered tool, but 403 idempotency_key_required for a registered tool.
A request with a bogus quote_id returns 403 permit_tool_not_allowed for an unregistered tool, but 403 quote_not_found for a registered tool.
With no idempotency key, the new path creates a denial receipt but no terminal idempotency record (_finalize_governed_denial falls back to idem.complete(..., key="")), which is a different contract from the registered path.
Both are additional existence oracles and inconsistent error contracts.
4. The tests do not assert the no-leak property
gateway/tests/test_permit_unknown_tool.py:67-75 never checks credits_authorized.
The audit assertion at gateway/tests/test_permit_unknown_tool.py:111-115 uses _assert_denial_audited (gateway/tests/test_mcp_trust_mode.py:106-124), which only checks reason, transport, and request hash, not tool_registered or estimated_cost.
No test compares a registered out-of-scope denial with an unregistered one, so the parity that motivated the PR is untested.
_assert_no_tool_debits at gateway/tests/test_permit_unknown_tool.py:116-121 filters ledger entries by the unregistered tool name, so it is vacuous for this case.
5. Minor
idem_begin is passed to _deny_unregistered_tool_outside_permit but never used (gateway/app/routers/mcp.py:1203), suggesting the record linkage was intended but dropped.
assert record is not None in gateway/app/routers/mcp_standard.py:511 is a production assert; the guard above makes it safe, but it is not a control-flow guarantee under python -O.
gateway/docs/failure-semantics.md:57-63 still says unknown-tool rejections produce no receipt, which now contradicts the new permitted-denial behavior.
…ed tools (#232)
- Run validate_for_action first; a foreign or invalid permit denies with
its own reason and no allowlist details (no cross-wallet tool oracle).
- Action permits naming an unregistered tool get the same permit decision
instead of action_tool_binding_required.
- Mint a denial receipt only when the call carries an idempotency key.
- Tests use real registered tool ids (partner.notes.write / .count).

Do not issue a permit receipt for a foreign-wallet mismatch.
When permit_wallet_mismatch is returned, the helper passes the foreign permit_id and caller wallet_id to create_receipt. The signed receipt is accepted by verify_receipt and is accessible to the caller as its wallet’s receipt, although the caller does not own the permit. Use the existing idempotency-only denial path for this mismatch. This preserves the denial reason without creating false permit ownership evidence.

Use a valid action permit to test the action denial.
action_runtime is defined only in test_action_invocation.py and is not registered as a pytest plugin, so this test cannot reuse it directly. Reproduce its small local setup: register BINDING, provision the wallets and key, issue /v1/action-permits, and use the returned permit ID. Then assert permit_tool_not_allowed exactly.

Blocking (P1): the signature is still checked after allowed_tools is read. validate_for_action checks wallet/key at gateway/app/services/permits.py:980, reads and can return allowed_tools at permits.py:996, and verifies the signature only at permits.py:1112. A badly signed, out-of-scope permit can still reveal its allowlist and reach the denial-receipt path (called from gateway/app/routers/mcp.py:1237; the action path at mcp.py:1420 shares the helper). Please move signature verification ahead of the allowlist read and add a bad-signature test.
Verified:
A foreign wallet's permit gets permit_wallet_mismatch before the allowlist, and details are suppressed (permits.py:980, mcp.py:1248).
Unregistered action tools go through the same helper (mcp.py:1420).
A receipt is finalized only when an idempotency key exists (mcp.py:1271).
The tool ids partner.notes.write and partner.notes.count are real (dogfood_tool.py:31).
All 3 new tests would fail on d14a2f0 (old mcp.py:1232-1237, 1271, 1421).
CI is green apart from the CodeRabbit check, which is still pending. The branch is behind main.
Non-blocking:

The no-key test (around line 407) accepts any error code except -32003. Assert the expected code.

Product call from Lead: when a governed call carries an explicit permit, the permit's
allowed_toolsis the authority, so a tool the permit does not name is refused as out of scope whether or not it is registered.Behavior
allowed_tools+ tool unregistered →-32003 permit_tool_not_allowed(JSON-RPC,/mcp/messagesand standard/mcp) / HTTP 403{error: permit_tool_not_allowed}(REST), withdetails.requested_tool/allowed_toolsand a signed denied receipt (reason_codepermit_tool_not_allowed, zero credits, no ledger entry). The permit's own validation decides the code, so an earlier failure (wallet/key mismatch) keeps its narrower reason. Idempotent replay returns the same denial.-32001/ 404.-32001/ 404.Server-minted permits (standard
/mcp): without an explicit permit,_governed_tools_callstill returns-32001before minting, so an auto-mint never happens for an unknown tool (a minted permit always hasallowed_tools == [tool]for a registered tool, so it cannot hit this branch). With an explicit_meta["io.agentmiddleware/permit_id"], the pre-mint local-registry short-circuit is skipped and the governed pipeline decides (it also consults persistent registrations, which the shortcut did not). Auto-minted calls for registered tools are unchanged.Code:
mcp.pynew_deny_unregistered_tool_outside_permitcalled in thenot servicebranch after durable replay and before "Tool not found";mcp_standard.pyonly short-circuits-32001when no permit was supplied.Tests
tests/test_permit_unknown_tool.py(7): JSON-RPC and REST denial + receipt verified + audit + no debit; replay; permit-named unknown tool still not found; no-permit unchanged; standard/mcpexplicit permit denial; standard/mcpauto-mint path unknown tool still-32001.Local: full gateway suite 5796 passed, 87 skipped, 1 xfailed.

Changes ordering and error semantics for permit-governed MCP invocations (auth, idempotency, receipts), but scope is denial paths with explicit tests for information leakage and unchanged no-permit behavior.
Overview
Governed MCP tool execution now treats an explicit permit’s allowlist as authoritative before the tool registry, so calling a tool the permit does not name is refused as
permit_tool_not_allowed(403 / JSON-RPC-32003) with audit, optional signed denial receipt, and idempotent replay—even when that tool is unregistered. If the permit does name an unregistered tool, or there is no permit, behavior stays tool not found. The governed path in
mcp.pyis reordered:_deny_tool_outside_permitruns permit validation first (to avoid leaking another wallet’s allowlist), then quote checks, governed idempotency, and permit-scope denial without needing registered pricing. Standard/mcponly short-circuits “tool not found” when no explicit permit is supplied (no auto-mint for unknown tools). Failed invocation audits no longer includeestimated_cost; replayed denials can carrydetails.Reviewed by Cursor Bugbot for commit c83b15c. Bugbot is set up for automated code reviews on this repo.
