Replay bypasses key identity check

Medium Severity

The new stored-403 exception in _assert_governed_replay_access skips the permit identity failure for every 403, not just the caller’s own foreign-permit refusal. A second key on the same wallet can therefore retrieve another key’s signed denial receipt and details after validate_replay_access has already rejected it as permit_key_mismatch.

Authorization Bypass

Reachability: External
Exploitability: Moderate
CWE: CWE-863 — Incorrect Authorization

View Security blast radius

Do not replay a stored 403 across API keys.

validate_replay_access correctly returns permit_key_mismatch, but this branch overrides that denial. The request hash excludes auth.key_id, so another key on the same wallet can reuse the same tool_call.id and receive the stored refusal, including the original receipt and attached details. This does not execute or charge the tool, so the impact is narrower than an authorization bypass over the protected action.

Keep same-key tool_call.id retries byte-identical, but require a stored receipt to belong to the current key when validation fails because of a key mismatch.

Bind stored key-mismatch replays to the receipt key
         if (
             replay is not None

Update the replayed-403 branch to check the stored receipt’s key_id against the
current key_id when validation.reason is permit_key_mismatch; only replay the
error when they match. Preserve byte-identical retries for the same key and keep
other validation failures’ existing replay behavior unchanged.

"""SEL-475: a cross-tenant refusal replays with the same error shape.

The request keys guide (agent-middleware PR #209) tells callers to use an LLM
``tool_call.id`` as the caller-owned idempotency key and to keep the key and
the full request stable across retries: once the first call has completed, a
retry with the same key returns the original result instead of dispatching
again. A refusal is a completed call, so retrying a refused cross-tenant call
must give back the same refusal, run nothing, charge nothing, and reveal
nothing about the other tenant.

Tenant A owns a wallet and a permit for a counted tool. Tenant B, using its
own API key, retries one tool call twice with the same ``tool_call.id`` style
key, in two shapes:

* B names A's wallet. The route refuses before any idempotency record exists,
so the replay is re-evaluated and must be byte-identical.
* B names its own wallet but A's permit. The gateway stores the refusal under
B's key, so the replay is served from that record. The guide says a replay
returns the original result: the replay carries the same signed denial
receipt and ``details`` the first answer did, byte for byte (SEL-482).

Add a replay case with nonempty permit-denial details.

test_foreign_permit_refusal_replays_identically_per_docs compares the replay's status, its detail key set, and its bytes. It never asserts the values of details. The refusal in this test is permit_wallet_mismatch, and the inspected permit service sets details only for aggregate-cap denials. So this test cannot detect a regression in how denial details are stored with the receipt or restored on replay.

Add a test that triggers a constraint denial with nonempty details, such as the aggregate value cap. Assert those details in the first response, in the replayed response, and in the stored idempotency record. Keep the existing byte-equality assertion.
