SEL-482: replay returns full refusal body (receipt + details) - #213
Fixes SEL-482. Follow-up to #210 (SEL-475 replay test); contract from #209 (a retry with the same tool_call.id / Idempotency-Key returns the original response).
Root cause
On replay, _assert_governed_replay_access runs before the stored body is read. For a foreign-permit call it fails with permit_wallet_mismatch and raised a fresh bare ToolPermissionDenied(reason) — no receipt, no details.
Permit-denial details ({"bound_to": "subject_wallet_id"}) were never stored in the idempotency record, and _raise_replayed_error rebuilt 403s with the receipt only.
Change (gateway/app/routers/mcp.py)
Both permit-denial sites store details alongside the signed receipt (response_extra_data / new extra_data on _complete_governed_denial_idempotency).
_raise_replayed_error rebuilds a 403 with the stored receipt and details (same key order as the first response).
_assert_governed_replay_access(..., replay=): when access is refused and the stored record is a 403, re-raise the stored refusal verbatim. Records are scoped to the caller's own wallet, so this is exactly what that caller already received; nothing runs, no re-signing (original receipt), no cross-tenant data.
Test: strict xfail removed from case 3; docstring updated.
Pre-existing records stored before this change have no details and replay without it.
ruff check + format: clean. mypy: only the pre-existing b2a_sdk.receipt_verifier import-not-found (same on main locally).
Note
Medium Risk
Changes governed MCP idempotency and replay error shaping on the critical invoke path; behavior is narrower (caller-wallet 403 replays) but touches authz replay gates and stored denial payloads.
Overview
Fixes idempotent replay of governed MCP refusals so a retry with the same Idempotency-Key returns the same 403 body as the first response (signed receipt and permit details), per the idempotency contract (SEL-482).
Persistence: Permit-denial paths now write permit_validation.details into completed idempotency records via response_extra_data / _complete_governed_denial_idempotency(..., extra_data=...).
Replay:_raise_replayed_error rebuilds 403s with stored details. _assert_governed_replay_access accepts the stored replay; when replay-access validation would fail but the record is a caller-scoped 403, it re-raises the stored refusal instead of a fresh bare ToolPermissionDenied.
Tests: Adds test_cross_tenant_refusal_replay.py for foreign-wallet and foreign-permit refusals (byte-identical replay, no cross-tenant leakage, no extra side effects).

A stored permit_wallet_mismatch 403 replayed with the same key lost the
signed denial receipt and detail.details: the replay-access check
re-derived a bare ToolPermissionDenied before the stored body was read,
and permit-denial details were never stored. Store details with the
refusal, rebuild the 403 from the stored receipt and details, and serve
a stored 403 verbatim when replay access is refused. Un-xfail case 3.

Permit-denial details are now included in finalized responses and stored idempotency responses when present. Replay-access checks receive the stored replay and can return a stored 403 refusal when validation fails. Replayed 403 errors restore dictionary-valued details. New regression tests cover cross-tenant retries, response consistency, and the absence of tool effects and tenant state changes.
Some retries can expose a prior key’s refusal or lose details from the original denial. These bounded issues should be fixed or explicitly accepted before merging.
Security architecture risk: Low · up to 0adff
Refused retries remain blocked from running tools or charging wallets. The change also allows another key belonging to the same wallet to retrieve a saved refusal. Existing wallet-level read permissions limit the demonstrated confidentiality impact, but the intended distinction between wallet-level and key-level replay access should be explicit.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The demonstrated read-access expansion is between keys of the same wallet that can reproduce a completed request and its idempotency key. Wallet authorization and wallet-scoped lookup constrain that expansion; the changed branch does not grant tool-execution or charging authority.
Security Findings and Attack Paths
inferred — Same-wallet cross-key refusal retrieval is supported by the source, but a new unauthorized disclosure is not established. Existing permit inspection exposes permit configuration to the subject wallet without requiring the bound key, and receipt inspection is also wallet-authorized. Those unchanged read permissions are substantial counterevidence; they do not prove exact equivalence for every historical refusal detail.
Trust Boundaries and Controls
observed — Binding-mismatch details identify the failed binding field without disclosing the bound wallet or key value. The new storage and replay plumbing preserves those server-generated details rather than introducing caller-supplied response fields.
Resilience and Maintainability Implications
observed — Completed refusal replay remains terminal. Request-hash conflicts and in-progress records retain their existing handling, while the new 403 branch reconstructs an error without re-signing a receipt or entering the execution path.
Hardening Proposals
proposed — Make the refusal-only wallet-level replay policy explicit alongside the existing key-bound replay contract, and validate it using distinct same-wallet credentials and a key-bound permit with nonempty denial details. Preserve the separate cross-wallet rejection invariant.

Cross-tenant leaks: none found. Idempotency lookups are keyed on (wallet_id, endpoint, key) (services/idempotency.py:285-288), and AuthContext refuses a foreign wallet_id before the handler runs (core/auth.py:79-87). So B can only ever replay records stored under its own wallet. The new short-circuit in _assert_governed_replay_access (mcp.py:4105-4111) only fires for a 403 record and only replays a body this caller was already sent. Case 1 (B names A's wallet) still returns a byte-identical wallet_access_denied with no state change.
Pre-fix records with no details: details=None (the isinstance guard at mcp.py:4297-4302), so the replay degrades to receipt plus reason and does not crash. Records stored by the default path without details stay unchanged because extra_data is None.
Receipt: it is read straight from the stored response_json and passed through unchanged. It is not re-signed.
Tests: the PR only removes the strict xfail and adds no new data. Locally on 4662de6: the cross-tenant, delivery_uncertain, idempotency, idempotency-key validation, action-permit, permits, permit break-it and completion-contention suites all pass (136 passed).
Not blocking: dependabot.yml shows up in the diff because main was merged in (#202). The branch is now BEHIND main.

Replay bypasses key identity check
Medium Severity
The new stored-403 exception in _assert_governed_replay_access skips the permit identity failure for every 403, not just the caller’s own foreign-permit refusal. A second key on the same wallet can therefore retrieve another key’s signed denial receipt and details after validate_replay_access has already rejected it as permit_key_mismatch.

validate_replay_access correctly returns permit_key_mismatch, but this branch overrides that denial. The request hash excludes auth.key_id, so another key on the same wallet can reuse the same tool_call.id and receive the stored refusal, including the original receipt and attached details. This does not execute or charge the tool, so the impact is narrower than an authorization bypass over the protected action.
Keep same-key tool_call.id retries byte-identical, but require a stored receipt to belong to the current key when validation fails because of a key mismatch.

Add a replay case with nonempty permit-denial details.
test_foreign_permit_refusal_replays_identically_per_docs compares the replay's status, its detail key set, and its bytes. It never asserts the values of details. The refusal in this test is permit_wallet_mismatch, and the inspected permit service sets details only for aggregate-cap denials. So this test cannot detect a regression in how denial details are stored with the receipt or restored on replay.
Add a test that triggers a constraint denial with nonempty details, such as the aggregate value cap. Assert those details in the first response, in the replayed response, and in the stored idempotency record. Keep the existing byte-equality assertion.

Store details for the other governed 403 refusals.
When IGA or wallet policy denies a call, ToolPermissionDenied includes details in the first response. These finalization calls store only the error and receipt. The new replay logic cannot restore details that the record does not contain, so a same-key retry loses the original refusal details. Pass the same details to _finalize_governed_denial at both sites, and cover those retries alongside permit-validation retries. The transport handlers include ToolPermissionDenied.details in the first response. (raw.githubusercontent.com)

Conflicts with main (44 commits behind) in gateway/app/routers/mcp.py and in gateway/tests/test_cross_tenant_refusal_replay.py (add/add).
One piece is still unique: main's _complete_governed_denial_idempotency (the no-receipt denial path) still stores no details. This PR's extra_data parameter fixes that. If that path matters, carry it as a small follow-up on top of main and close this one.
FAIL: mergeable=CONFLICTING with main (mcp.py changed under it, incl. #227 _meta idempotency key move). Rebase onto main and re-run replay tests; confirm SEL-482 refusal replay keeps receipt + details with the new key location.
Closing as superseded by #218, which landed the narrower SEL-482 replay (stored 403 replayed only for permit_wallet_mismatch with matching wallet, key, permit and tool). Approved by C.Lee (A-2091). A follow-up for storing details on denials without a receipt will be filed separately.
