Linear: SEL-475
Docs: #209 (caller-owned idempotency keys, tool_call.id, replay behavior)

Adds gateway/tests/test_cross_tenant_refusal_replay.py. Test only, no production code changes. It reuses the existing fixtures: provision_agent_wallet, create_tool_permit, counted_tool and clean_database.

Setup: tenant A owns a wallet and a permit for the counted tool. Tenant B, using its own API key, sends the same REST invoke twice with one tool_call.id-style key (call_sel475_cross_tenant) in both the header and mcp_context.

  1. B names A's wallet (test_foreign_wallet_refusal_replays_identically): both calls return 403 wallet_access_denied with the standard envelope (detail, code, message, fix, docs_url). The replay matches the first response byte for byte. No idempotency record or receipt is written, the tool never runs, both tenants' ledgers, wallets and permit spend are unchanged, and neither response mentions A's wallet IDs.
  2. B names its own wallet with A's permit (test_foreign_permit_refusal_replay_has_no_side_effects): both calls return 403 permit_wallet_mismatch with matching code/message/fix/docs_url/detail.error. Exactly one idempotency record is stored, under B's wallet with status 403. The denial receipt is B's (outcome=denied, credits_charged=0, no ledger entry), nothing runs or is charged, and nothing about A leaks.
  3. Documented behavior, marked xfail(strict=True) (test_foreign_permit_refusal_replays_identically_per_docs): per docs: caller-owned idempotency keys (tool_call.id) and replay behavior #209, a retry with the same key returns the original result, so the replay should match the first 403 byte for byte.

Doc vs. behavior mismatch: in case 2 the first 403 includes detail.receipt (the signed denial receipt) and detail.details ({"bound_to": "subject_wallet_id"}), but the stored-refusal replay returns only {"error": "permit_wallet_mismatch"}. The strict xfail turns into a failure once the gateway replays the full body; at that point, remove the marker.

Local run (Python 3.12, uv, as in AGENTS.md): new file plus test_owner_enforcement.py, test_mcp_idempotency_key_validation.py and test_clean_database_coverage.py: all passed, with 1 expected xfail. Ruff check and format are clean.

Note

Low Risk
Adds automated tests only; no gateway or production code paths are modified.

Overview
Adds SEL-475 integration tests in gateway/tests/test_cross_tenant_refusal_replay.py for cross-tenant MCP tool invoke refusals when tenant B retries with the same tool_call.id-style idempotency key.

Foreign wallet: B targets tenant A’s wallet; both attempts get 403 wallet_access_denied with identical bytes, no tool run, no idempotency row or receipt, and no leakage of A’s wallet IDs.

Foreign permit (B’s wallet, A’s permit): Both calls get 403 permit_wallet_mismatch with stable envelope fields; one idempotency record and a signed denial receipt for B only, with no charges or tenant A data in responses. A separate test is xfail(strict=True) because stored-refusal replays today omit detail.receipt and detail.details from the first response, unlike the documented “return the original result” behavior in agent-middleware #209.

Test-only; reuses provision_agent_wallet, create_tool_permit, and counted_tool fixtures.

Walkthrough

Adds async tests for cross-tenant refusals involving a foreign wallet and a foreign permit. The tests check replay responses, tenant data disclosure, idempotency records, receipts, tool effects, and tenant state. A strict expected-failure test checks whether the replay response matches the original response byte-for-byte.

Reviewed at head 7ab257d. Diff is test-only (gateway/tests/test_cross_tenant_refusal_replay.py) and uses existing fixtures (provision_agent_wallet, create_tool_permit, counted_tool, clean_database). The only new literal is the idempotency key string; there is no new invented data.

  • Case 1 (B names A's wallet): checks 403 wallet_access_denied with detail == {error}, byte-identical replay content, no A wallet or sponsor ids in either body, no receipt, no tool effects, no change in idempotency or receipt row counts, and ledger, wallet and permit state unchanged for both tenants. Not vacuous.
  • Case 2 (B's own wallet with A's permit): checks the 403 permit_wallet_mismatch envelope on both calls, matching code/message/fix/docs_url/detail.error, a denied receipt on B's wallet with 0 credits and no ledger entry, exactly one stored 403 idempotency record under B's wallet, no leak, and no state change.
  • Case 3: xfail(strict=True) with an accurate reason. Run locally with --runxfail, it fails on set(replay.detail) == {'error'} vs {'error','receipt','details'}. That matches the replay path in app/routers/mcp.py ~4257 (raise ToolPermissionDenied(reason, receipt=receipt) on 403 drops the extras).

Local run (py3.12): 2 passed, 1 xfailed.

Delta review of merge commit d954cc8 (parents 7ab257d, previously PASSed, and main 67d70b3).

  • PR diff vs main is still only gateway/tests/test_cross_tenant_refusal_replay.py (+236), byte-identical to 7ab257d.
  • Diff of d954cc8 vs its main parent 67d70b3 is only that file, so the merge brings in no changes that are not on main.
  • Local rerun at d954cc8: 2 passed, 1 xfailed (strict).
  • CI at review time: lint, gitleaks, CodeQL actions/JS, CodeRabbit and license checks pass. Gateway Python 3.11-3.14, Postgres proofs/concurrency, image smoke and Analyze (python) are still pending. Merge only after the required checks are green.
  • Note: main has since moved to b2e4039. If branch protection again requires the branch to be up to date, another merge of main is needed.

Delta review of aeb528b (merge of main 0b850c1 into 1fe2c47; 1fe2c47 sits on the previously PASSed f3e5d09).

  • PR diff vs main is still only gateway/tests/test_cross_tenant_refusal_replay.py (+260). aeb528b differs from its main parent 0b850c1 only in that file, so the merge brings in nothing that is not on main.
  • The only change since f3e5d09 is +23 lines in case 2. They load the durable ReceiptModel and assert it is B's wallet and key_id (not A's wallet), that permit_id is A's permit, tool, outcome=denied, 0 credits and no ledger entry. They then call get_receipt_service().verify_receipt(), which runs verify_model and checks the stored signature against the signing key service using the receipt's signature_key_id. These are real checks against the real signing path, not vacuous ones. (True, None) is asserted, and the verified response is cross-checked (receipt_id, B wallet, denied).
  • It uses only the existing fixtures and service, with no new invented data.
  • Local rerun at aeb528b: 2 passed, 1 xfailed (strict).
  • CI at review time: Python 3.11-3.14, Postgres proofs and CodeRabbit are still pending. Merge only after the required checks are green.

Delta review 77e0030 -> 75f7a43. Only non-merge change is 75f7a43: receipts_before captured before the call and asserted == receipts_before + 1 after first call + replay, matching the sibling test (one stored denial receipt, replay adds none). fa44427 merges origin/main (#212, #215); git show --remerge-diff is empty. CI green on 75f7a43.
