fix(workflow): stop apt-get update hangs from killing read-only skill runs - #1186

… runs An aeon-agent tweet-digest run died in Install bubblewrap: apt-get update hung on a slow mirror for the full 5-minute step cap, before the skill ever ran. Install from the image's cached package lists first and only refresh the index on a miss, with each update capped at 90s and retried once, plus Acquire timeouts and retries so one dead mirror can't stall the step. Skip apt entirely if bwrap is already present. Mirrors aaronjmars/aeon-agent#255.
