Follow-up to #255: the CI bubblewrap steps used the same unbounded apt-get update that hung the tweet-digest run; aeonfun/aeon#1186 CI hit it too.

ci-tests.ymlandci-harness-cli.ymlinstall bubblewrap with the same unboundedapt-get updatethat hung the tweet-digest run; the canon port (aeonfun/aeon#1186) had 3 CI jobs time out on it today. Same guard: skip ifbwrapexists, cached lists first, 90s-capped update retried once on a miss, Acquire timeouts.
