Add detail on aind-scratch-data assets for scientist-derived data #204

Most scientists need a bit of guidance on how to properly create an asset from a given prefix on aind-scratch-data, which we currently suggest as one possible representation earlier in the manuscript process. I should add some more detailed step by step instructions there.
