Improve plugin installation experience with daemon mode

Observed some behavior on Windows when helping someone to set up CLI daemon mode:

• After updating to a new version of Zowe CLI with new daemon binary, zowe daemon restart appeared to succeed but didn't kill the old daemon process that was running.
• When running zowe plugins install, no progress bar is shown during installation. This makes it unclear whether install is proceeding or hung.
• The command zowe daemon restart should be suggested after a new plugin is successfully installed when daemon mode is enabled.
