The README's roadmap section had drifted from the plan.

It promised fuzz targets for v0.4 and a CHANGELOG for v0.5. Neither is happening: the fuzzing experiment ran to a coverage plateau over 70M executions with zero findings, and GitHub releases already serve as the changelog. The stated version was also stale (0.3.5, now 0.3.7).

Replaces them with what v0.4 actually is — the API freeze, and the last release in which breaking changes are possible — plus the testing and documentation work that follows it.

The roadmap section still promised fuzz targets for v0.4 and a CHANGELOG
for v0.5, both of which are no longer part of the plan: the fuzzing
experiment ran to a plateau with zero findings, and GitHub releases cover
the changelog. It also pinned the version at 0.3.5.

State what v0.4 actually is — the API freeze, and the last breaking
release.
