Purpose

Give a server-level switch to turn off the feature that lets sub-organizations manage roles for shared applications.

Related Issues

Related PRs

Approach

  • New config, written to identity.xml as follow

    [shared_app_role_management_feature]
enabled = false # default: true

  • New ApplicationMgtUtil.isSharedAppRoleManagementFeatureEnabled(). It treats the feature as enabled unless the property is explicitly false.
  • The new check is added to isSharedAppRoleManagementEnabled, isSharedAppOrganizationRoleManagementEnabled and the DAO's audience check. Role creation, role resolution, the org-mgt handlers and listeners, and SCIM2 all go through these, so turning the config off makes everything behave as if no main application allows the feature.
  • Nothing is deleted when the config is turned off. Hardening and bug fixes stay ungated.
  • Tests added for reading the config and for how shared-app roles are resolved when it is off.

📝 Walkthrough

Adds configurable shared application role management for application and organization audiences. The change persists the setting, preserves it when updates omit it, validates eligibility and role permissions, and adds role-management APIs and DAO paths for retrieving shared roles.

Changes: Shared Application Role Management

Layer / File(s) Summary
Setting persistence and update handling
components/application-mgt/.../ServiceProvider.java, .../IdentityApplicationConstants.java, .../ApplicationConstants.java, .../ApplicationManagementServiceImpl.java, .../ApplicationDAOImpl.java, features/identity-core/.../resources/*, components/application-mgt/.../ApplicationManagementServiceImplTest.java, .../ApplicationDAOImplTest.java
The service-provider setting distinguishes an absent value from an explicit false. The DAO persists and loads the setting, and application updates preserve it when omitted. Server configuration enables the feature by default. Tests cover persistence and update behavior.
Role retrieval API and provisioning behavior
components/role-mgt/.../RoleConstants.java, .../RoleManagementService.java, .../RoleManagementServiceImpl.java, .../dao/RoleDAO.java, .../dao/RoleDAOImpl.java, .../listener/RoleManagementListener.java, .../dao/RoleDAOTest.java
The role-management service and DAO add retrieval of roles associated with an application, with pre- and post-retrieval listener hooks. Shared-role provisioning uses a thread-local flag to control application association. Conflict checks include application audiences.
Application eligibility and shared-role resolution
components/application-mgt/.../ApplicationMgtUtil.java, .../DefaultApplicationValidator.java, .../DefaultRoleManagementListener.java, .../dao/impl/ApplicationDAOImpl.java, .../ApplicationMgtUtilTest.java, .../DefaultApplicationValidatorTest.java, .../DefaultRoleManagementListenerTest.java, .../dao/impl/ApplicationDAOImplTest.java, components/application-mgt/.../test/resources/testng.xml
Application checks enforce the feature flag, enhanced organization authentication, the shared-role permission, and the configured audience. Shared applications resolve application- and organization-audience roles. Organization tenants can use only scopes exposed by organization API resources. Tests cover eligibility, role retrieval, and permission validation.

Priority: ➖ Normal

Change: Feature

Merge Risk: 🔵 Low · up to 6c7e1

Inherited role provisioning for shared applications relies on a flag that this repository never sets. Confirm that the companion organization-management handler change ships together with this one. Otherwise role provisioning could be rejected for applications that do not allow shared role management.

Security architecture risk: 🟡 Moderate · up to 6c7e1

The change introduces meaningful authorization controls. In the default update flow, an overlapping application update can restore a revoked permission without explicitly requesting re-enablement. Disabling the server feature still overrides that permission. Integration coverage for inherited-role provisioning remains incomplete.

Retained concerns

  • Medium · security · inferred: In the default update flow, an update that omits the shared-role permission copies its stored value before persistence. If it reads true, an explicit revocation commits false, and the omission update subsequently commits, the latter writes true again. This can restore delegated role-management authority without an explicit re-enable. It requires overlapping authorized application updates and otherwise-valid feature, enhanced-authentication, and audience conditions. Transactional writes and cache clearing do not protect the earlier preservation read; no expected-version check is present in the inspected SQL.
Security review details

Security Blast Radius

  • inferred — The server switch governs feature eligibility server-wide, while one main application's persisted permission can affect its linked shared applications across sub-organizations. The revocation race therefore concerns the delegated authority of that application's shared instances, not demonstrated access to arbitrary tenants. The inspected application-role lookup binds tenant, audience type, and application audience ID.

Security Findings and Attack Paths

  • inferred — The supported failure path is authorization-state drift: an authorized import or update snapshots permission true, a concurrent administrator revokes it, and the stale update restores true. An otherwise-authorized sub-organization role manager could then regain application-role authoring eligibility. This is a newly introduced permission-preservation risk; an unauthenticated trigger, arbitrary tenant selection, or external control of the trusted provisioning marker was not demonstrated.

Trust Boundaries and Controls

  • observed — The application configuration validator rejects enabling delegated role management without enhanced organization authentication and rejects configuring it on an application marked as a fragment. At authoring time, the listener checks the owning main application's permission and limits permissions to application-authorized scopes and, for organizations, organization-available scopes. These controls counter a straightforward sub-organization self-enable or management-scope escalation through the inspected flow.

Resilience and Maintainability Implications

  • observed — Explicitly supplied permission values bypass omission-preservation logic, so sequential explicit revocation is preserved. Application persistence commits or rolls back each update transaction. These protections address individual writes, but do not make the earlier permission read and later write atomic across overlapping requests.

Hardening Proposals

  • proposed — Preserve an omitted authorization setting at the persistence boundary without replaying an earlier snapshot, or require an expected revision covering the full read-modify-write sequence. Validate the revocation invariant with overlapping omission and explicit-false updates, including multiple server instances.

2516-2518: 🚀 Performance & Scalability | 🔵 Trivial | ⚡ Quick win

Extra DB lookups run on every associated-role read.

getAssociatedRoles now calls getMainAppIdOfSharedApp for every application, including non-shared ones. For a shared application, getSharedAppRoleManagementAudience then issues up to four more property queries. getApplication(int) calls this path, so the cost applies to each application load. Consider evaluating ApplicationMgtUtil.isSharedAppRoleManagementFeatureEnabled() first, so a disabled feature skips these queries.

Log the handled role retrieval at a useful level.

setOrganizationAudienceRoles skips role loading silently when roleManagementService is null. The result is an empty role set with no diagnostic. getRolesOfSharedApplication logs this case at debug level. Add the same debug log here for consistency.
