Why
Registration, password recovery and invited user registration flows run their steps one after another, with no way to take a different path depending on who the user is or what they entered. This PR adds a decision step (rule evaluation step) to these flows. The step holds an ordered list of branches. Each branch has a condition and a next step, and the flow continues down the first branch whose condition holds, for example:

rule-mgt), using the support for list values, field-to-field comparisons and qualified fields added in #8334.What changes
