Adds ADR 0054, which sorts every document by its kind along Diátaxis and puts every prose tree under
docs/, and carries out the move:spec/todocs/reference/,decisions/todocs/decision/,notes/todocs/notes/, and the two guide pages todocs/guide/, linked from the site's content directory the way the reference is. Every path in the kernel's comments, the scripts, the workflows, the site's code andCLAUDE.mdfollows; the site's URLs stay. The sidebar nests the two groups of ADR 0032 under one Reference group.The commit scopes
specanddecisionsbecomereferenceanddecision.arch-checklooks for records underdecisions/anddocs/decisions/, so it finds none underdocs/decision/until it reads the new path. The link resolver and its check are #238.
