Adds an optional `sloLimit` to schedules and persists it in the database. Schedule summaries and detail responses now include `sloLimitSeconds`, and the Loom UI exposes the value while marking missed partitions red once they pass their SLO deadline. This also adds scheduler docs explaining how SLO limits differ from activity timeouts and includes the SQL migration note for existing databases.
