Honor partitionOffset in scheduler partition time - #88

Update StrandScheduler to compute partitionTime with each schedule’s configured `partitionOffset` instead of a hardcoded zero offset, including backfill slots and normal firing. This aligns backfill metadata with `fire()` behavior, improves logging when partition-time calculation fails, and switches the loop sentinel task ID to `UUID.v7()` to match time-ordered ID conventions.
