Improve the planning recommendation logic so it does not simply pick the row with the most laps and highest final SOC.
The recommendation should balance:
- Completing the race window
- Staying above minimum SOC
- Finishing above target SOC
- Completing more laps
- Avoiding unnecessarily conservative speeds with excessive unused energy
- Preferring realistic speed behavior
Use a simple, documented scoring rule.
Acceptance Criteria
- Planning recommendation uses a documented scoring rule.
- Infeasible rows are not recommended when feasible rows exist.
- Recommendation considers energy margin.
- Recommendation avoids choosing an overly conservative option solely because it has very high final SOC.
- Recommendation output explains why the selected option was chosen.
- Existing planning report still prints a recommendation.
