Considering there is code from Tilted Phoques in the code base, we do not approve the re-license.

That's not how GPL works, simply linking against a DLL that is GPL makes your code GPL, considering how tightly integrated SkyMP client and server are to Skyrim Platform there is no reasonable argument that SP can be GPL without contaminating everything else.
