Add PR Quality Gate — a GitHub Action that enforces PR quality standards (description length, labels, linked issues). Zero config, one-minute setup. Includes integration with PR Quality Analyzer for A-F scoring.
Different from DocuCraft (PR #827) — this enforces quality, not generates descriptions.
