If a dependency appears as dependency of another dependency without the requedted additional files, any subsequent includes of that dependency in qpm.json will not fetch the additional files
I.e. codegen before bs hook in local qpm.json will fetch bs hook from the codegen dependency without extra files, then get to my include of bs hook and see the dependency downloaded so it gets skipped, without checking if the additional files have been added
