Regenerate API client from latest schema and update dev dependencies

Summary

Regenerates src/generated/schema.d.ts and src/types.ts from the latest Rootly OpenAPI spec (make generate) and folds in the open Dependabot dev-dependency bumps.

API surface (schema diff: +16 / −4 paths, +28 / −8 type aliases)

• Added:
  • Alert Configuration (/v1/alert_configuration)
  • Private Agents (/v1/private_agents*)
  • Problems and Problem Action Items (/v1/problems*, /v1/problem_action_items*)
  • Status Page Teams (/v1/status-pages/{status_page_id}/teams*)
  • phone number verify / resend_verification
• Removed (type-breaking for consumers that reference them): /v1/alert_retrigger_rules* and /v1/bulk_imports*, plus their aliases (AlertRetriggerRule*, NewAlertRetriggerRule, UpdateAlertRetriggerRule, BulkImport*, NewBulkImport). They're gone from the published spec, so they're dropped here too.

Changelog: CHANGELOG.md now points to GitHub Releases, matching the other SDKs. publish.yml already publishes the Release Drafter draft on tag push. The detailed notes that were in [Unreleased] will go into the release notes.

Dependencies

• tsx ^4.21.0 → ^4.23.15 (supersedes build(deps-dev): bump tsx from 4.23.13 to 4.23.14 in the minor-and-patch group #38).
• vitest ^4.1.4 → ^5.0.3 (supersedes build(deps-dev): bump vitest from 4.1.10 to 5.0.1 #39).
• typescript stays at ^5.9.3 (locked to 5.9.3). build(deps-dev): bump typescript from 5.9.3 to 7.0.2 #34 (TS 7.0.2) isn't taken because npm ci fails: openapi-typescript@7.13.0 has a peer dependency on typescript@^5.x. TS 6.0.3 fails the same way.
• npm audit: 0 vulnerabilities.

Verification

• Node 24: npm ci && make typecheck && make build && make test pass.
• Node 20 and 22: make build && make test pass.
• dist/index.cjs loads via require, and dist/index.js loads via ESM import.

Risk: low. These are dev-only dependency bumps and generated types. No runtime code in src/client.ts or src/middleware.ts changes.
