ci: allow manual dispatch of the CI workflow

Summary

Merging #25 (7a50f69) didn't start the push-triggered CI or Integration Tests workflows on master, and no check suites were created for that commit from any app (Actions, Blacksmith, CodeFlow, Entire). The previous push to master (9cdf5b0) got suites from all of them. So GitHub most likely never delivered that push event, not a workflow config problem. The merge API call also errored on the first attempt and returned "Merge already in progress" on the retry, which points the same way.

Integration Tests can already be run manually (workflow_dispatch), but CI can't, so a missed push can only be recovered by pushing another commit. This adds workflow_dispatch to ci.yaml:

Merging this PR also pushes to master, which starts CI and Integration Tests there. That is the first master run of the new owner_team integration step.

Risk: low (CI trigger only, no shipped code).
