fix: honor system properties in Jira Cloud HTTP client

Summary

This PR introduces a minor fix to the ReportPortal Jira Cloud plugin to ensure that the Apache HTTP client respects JVM system properties, including configured proxy settings.

Background

We encountered an issue with the ReportPortal Jira Cloud plugin where Jira defect creation involving attachments was failing in our environment.

Code Change

Added .useSystemProperties() to the HTTP client builder:

HttpClient client = HttpClientBuilder.create()
    .useSystemProperties()
    .build();

Validation

• Rebuilt the plugin JAR with the proposed modification.
• Deployed and tested the modified plugin in our ReportPortal environment.
• Confirmed that the previously failing Jira Cloud integration functionality worked successfully.
