From Reflow's Consortium Agreement, Art. 9.2.8:
Although each Party may release its Results under the AGPL3-license – see Section 9.8.1 -, each Party shall ensure that it will remain able to grant Access Rights for implementation (see Section 9.3) as well as for Exploitation on fair and Reasonable conditions (see Section 9.4.1) to its Results by applying the principles of dual licensing under terms and conditions which do not qualify as Controlled License Terms to prevent that any Result or Background of a Party requesting Access Rights shall be subject to the copyleft-effect of the AGPL.
