chore: disable document-skills plugin and surface oxfmt in business mode - #204

Flip document-skills@anthropic-agent-skills from true to false in the shared block, disabling it in both business and personal modes. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
Move oxfmt@latest out of the personal-only (not .business_use) block into the shared package tail. Repo-wide oxfmt adoption (#201) placed it personal-only, so it was not installed on business machines despite the formatter running across the repo. This closes that gap.
