Adds a new pattern page: Intent-Level Cost Attribution (category: Reliability & Eval).

Every LLM call is priced and recorded at call time against a projectId / intentId / userId attribution key, so cost questions ("what did this intent cost?", "who is driving the bill?") become ledger lookups instead of invoice archaeology, and budget caps can bind the specific intent that is expensive instead of throttling a fleet uniformly.

Follows TEMPLATE.md (problem / solution / evidence grade low with the honest unknowns stated / how to use / trade-offs / references). bun run build:data regenerated the README TOC and site data; validate:patterns passes.
