Updates existing OSAL open source workflows to match the internal ones.

• Removes matrix of building both debug and release. Workflow only runs for debug
• Use new cfsbuildenv-ubuntu22 container

Build OSAL Documentation (API Guide)

• Use new cfsbuildenv-doxygen container
