Dev branch: cmake build error on Linux at configure step for 'texe'

Describe the bug
The cmake build fails on Fedora stable 44 with an error about not finding the W86Mingw32 compiler.

To Reproduce

• clean install cmake, build tools already installed. dnf install openssl-devel
• following build instructions provided at https://github.com/mentebinaria/readpe/blob/dev/README.md

Expected behavior
build works on Linux
