Bumps the latest release/ESR references and adds changelog entries for the v11.9.1, v11.8.5, and v11.7.8 dot releases. SHA-256 checksums and the release-specific changelog bullets are left as TBD placeholders — network access was unavailable in this run to retrieve them.
