Bind the one admitted saved-strategy readback case without modifying the sealed deployment input. Version 3 accepts only an absent-before deployment strategy becoming
rollingafter the previously completed deployment; complete provider TOML and JSON remain independently bound to the unchanged normalized profile. Existing versions remain supported.The natural CLI rechecks both the original sealed bytes and emitted temporary config immediately after the local parser, refusing mutation before it emits a prepared receipt. This prepares readback only; it does not authorize deployment, retry, rebaseline, or future already-rolling deployment input.
Validation: 62 affected tests pass; omission of either final byte comparison produces two direct assertion failures with no runtime errors, then restoration passes. Existing descriptor and provider-JSON omission controls remain preserved. Actual installed Fly local parsing passes before/after owned fixtures with zero provider operations. The synthetic skip fixture representation was corrected and this branch's authored commits consolidated; the complete new range passes the repository secret scan with no allowlist changes. Fresh required CI and independent current-head reviews remain required.
