[Refactor] lux-lib lockfile module #1999
Description
The lux-lib::lockfile module has become quite large (> 1500 LOC as of writing).
We can probably split it out into 4 modules:
lockfile::workspacefor workspace lockfileslockfile::treefor install-tree lockfileslockfile::utilfor common helper functions (?)lockfile::modfor re-exports.

I'd recommend waiting until #2002 has been merged to avoid conflicts.
