创建其余 PR 评审过程的统一记录入口，持续保存检查步骤、发现的问题、修复提交及复核结论。评审期间保持 Draft，后续按轮次在本 PR 的 Conversation 中追加记录。
初始范围
初始化时共 19 个开放 PR：#3、#4、#6、#8、#13、#14、#15、#16、#17、#18、#19、#20、#21、#22、#23、#24、#25、#26、#27。
内容与使用
docs/pr-review-records.md：各 PR 的链接与 head 快照、记录状态、使用说明和单轮评审模板。docs/README.md：添加评审记录及可用性测试流程入口。docs/多节点多租户可用性测试/：四份可复用测试流程，分别覆盖恢复后继续对话、在途任务接管、单主机多容器实例部署的可用性、跨主机高可用；包含准备、操作步骤、验收条件及证据采集要求，不包含已执行测试的结果。验证
已核对初始化清单与 GitHub 开放 PR 列表、完整提交链接及文档相对链接，并通过
git diff --check。本次为纯文档变更，未运行业务测试。
