vu: pall band proportions differ from the 1980 State Flag Declaration grid #1465

Summary

flags/1x1/vu.svg and flags/4x3/vu.svg draw the pall with band proportions that do not match the
Vanuatu State Flag and Armorial Bearings Public Declaration (19 March 1980). The black fimbriation is
wider than the yellow pall, where the declaration's grid makes them equal.

I found this while auditing every flag in v7.5.0 against reference renderings for a downstream
Flutter package, so the measurements below come from actual renders rather than from reading the path
data. Filing it here rather than fixing it downstream, because whether to track the legal grid or a
different published construction is an editorial call that belongs with the project.

What the declaration's grid says

Flag_of_Vanuatu_(official).svg
on Wikimedia Commons is built on an 18 × 12 unit grid and cites the 1980 Public Declaration as its
source. Its geometry reduces to:

element value
black fimbriation, each side 1/18 of flag height
yellow pall 1/18 of flag height
whole pall band (black + yellow + black) 1/6 of flag height
tip of the black hoist triangle 1/2 of flag width

The three bands are equal — in the source that is the yellow pall spanning y = 3740…4180 out of
7920 (440 units) inside a black band spanning 3300…4620 (1320 units), i.e. 440 / 440 / 440.

What flag-icons draws

declaration flag-icons v7.5.0 delta
black fimbriation (fraction of height) 0.05556 0.06316 +14%
yellow pall (fraction of height) 0.05556 0.05263 −5%
whole pall band 0.16667 0.17895 +7%
black triangle tip (fraction of width) 0.5 0.5684 +14%

Measurement

Both files rendered with rsvg-convert at 640 × 480, the reference stretched to the same box with
preserveAspectRatio="none" so only the design differs, then a vertical scan counting colour runs in
pixels:

x = 560 (horizontal arm)
  flag-icons black 29 yellow 24 black 29
  declaration black 26 yellow 26 black 26

x = 200 (diagonal)
  flag-icons black 32 yellow 27 black 92 yellow 27 black 32
  declaration black 29 yellow 29 black 106 yellow 29 black 29

The 26 / 26 / 26 is 480 / 18 three times, which is the grid above.

A complication worth flagging

Commons carries a second construction,
Flag_of_Vanuatu.svg (950 × 570), which
uses black 36 / yellow 30 / black 36 — i.e. 0.06316 / 0.05263, which is exactly what flag-icons
draws. So the current artwork does match a published construction; it just is not the one that cites
the legal instrument. The two disagree with each other, which is presumably how this arose. I have no
standing to say which the project should follow, hence an issue rather than a PR.

For contrast, es_ct was checked the same way against
Flag_of_Catalonia.svg and matches
the reference exactly, pixel run for pixel run (53 52 53 53 52 53 53 52 53 in a 640 × 480 render)
— so this is specific to vu, not a systematic issue with the aspect-ratio adaptation.

Environment

  • flag-icons 7.5.0, files flags/1x1/vu.svg and flags/4x3/vu.svg
  • rsvg-convert 2.58.4 (librsvg), ImageMagick 7.1.1-44
