CHANGELOG: document the 0.2.3 compose-stack release - #40

The file has not been touched since the initial-release block, across ten tags. This covers everything between v0.2.2 and now, which is entirely docker/, scripts/ and CI - no chart template or value changed, so the republished charts are identical content at a new version. Leaves the stale [Unreleased] block alone: its content shipped long ago, but working out which tag it belongs to would be a guess.
