Reviewed 0844a01911770011f8be398f73cf8633096f0821: complete lockfile change, development dependency consumers, cron instrumentation/tests, and CI/release configuration. The Browserslist update and its data dependencies introduce no actionable blocker; the lockfile license now matches the existing MIT manifest and LICENSE.

Exact-lock installation, TypeScript lint/build, all 12 tests, and focused Browserslist/Babel checks passed locally on Node 25.8.0. GitHub's Node 18/20/22 checks also pass. Tests use synthetic jobs and in-memory exporters; live telemetry, scheduler and release integrations were not exercised.
