Replace the development README with an archival notice directing contributors to hexpm/hexpm, where Preview's web interface and background processing now live. The notice also records that the Preview bucket and public edge infrastructure remain maintained in hexpm/hexpm-ops.
This draft is intended to merge after the Hexpm web migration and operations rollout are complete.
