Adds a default-enabled
PREVIEW_QUEUE_ENABLEDswitch to the standalone Preview application. Setting it tofalsekeeps the web UI and GCS-backed package serving active while omitting the Broadway consumer, debouncer, repository bucket, AWS credentials, and processing Fastly configuration.Defaulting the switch to enabled allows this image to be deployed before the operations cutover without changing current behavior. Runtime configuration tests cover enabled, disabled, and invalid settings, and the full Preview test suite passes.
