根据《GMT 0015-2023 数字证书格式》,OID_sm2和OID_ecPublicKey均可作为subjectPublicKeyInfo的AlgorithmIdentifier中algorithm的取值，当前已支持OID_ecPublicKey，本提交补充OID_sm2的支持
当前某些硬件设备，如tpm等，会生成带OID_sm2的公钥，与当前gmssl版本联合使用有兼容问题，修复后则无兼容问题。
