This PR adds the requirement that updates to notebooks (and other changes to the repo) require passing CI/CD checks to merge PRs. Local checks can be run using pre-commit hooks or can be skipped with the
--no-verifyflag.This PR is intended to improve our testing of notebooks as content is updated and changed within each notebook.
