Every release offers to download the "userland" package, which is just the complete sysroot (without the kernel) of the Dreamcast Linux system. That means, you can chroot into this directory and use the installed gcc toolchain of the musl userland to generate new, custom software. You need to have qemu-user installed, to run actual sh4 binaries on your system.
mkdir userland; cd userland
tar xf linux-7.1.3-userland-muslX.tar.zst
mount -o bind /dev dev
mount -o bind /proc proc
mount -o bind /sys sys
chroot . ./bin/mksh
gcc --version
