Stops publishing @flamingo-stack/openframe-frontend-core to npmjs. pkg.pr.new becomes its only registry for releases, main-push snapshots and pull request builds.

Do not merge before both consumers are merged (they are the last ones installing the lib from npmjs):

multi-platform-hub already installs from pkg.pr.new (flamingo-stack/multi-platform-hub#1502).

Change.

• release.yml and test.yml: the npm upload steps are removed, with the re-publish step that only existed for npm's number skip. .github/scripts/npm-publish.sh is deleted. NPM_TOKEN is no longer read by these workflows.
• The next release number comes from this repository's version tags (.github/scripts/latest-release.sh): the release workflow already tags every release <x.y.z> (feat(release): a release is served on pkg.pr.new under its version #2525). 0.0.697 is tagged, so the next release is 0.0.698. Before, it was read from npm's latest.
• The pull request cleanup job no longer deletes pr-<n> versions from npm, since none are published.

What stays on npm. Every version published so far remains installable; nothing is unpublished or deprecated. The pr-<n> versions of pull requests open at merge time are no longer cleaned up by CI.

Checked. Both workflows parse and no step references npm publishing; latest-release.sh answers 0.0.697 against the remote tags. The pkg.pr.new path is unchanged from #2524 and #2525, which were exercised for real. Not run yet: a release from this branch (it would tag and publish 0.0.698).
