Monorepo: move the web app into apps/web - #544

The web app joins the shells under apps/, self-contained like them: its own package.json, lockfile, node_modules, .npmrc and lint/format/ignore configs. No npm workspaces and no root package.json: hoisting would move node_modules to the root and break the paths anchored on it (tailwind content glob, the CLAUDE.md token-rules import, standalone output tracing). - Root keeps repo-wide files only: .github, .husky, renovate.json, .trivyignore, docs/ (the hub's doc pipeline writes there), README/CONTRIBUTING/LICENSE/SECURITY. - .husky stays at the root (git runs hooks there); `prepare` installs it with `cd ../.. && husky`, and the hook works inside apps/web with --relative diffs. - test.yml / release.yml build the image from apps/web; release.yml now ignores only apps/desktop and apps/mobile. - The shells' build-web.sh and desktop-release's npm cache point at apps/web. - .gitignore splits into a repo-wide root file and apps/web's own. - VS Code: tsdk and ESLint working directory point at apps/web. - CLAUDE.md: the root file is the repository layout and imports apps/web/CLAUDE.md. main moved the web app into apps/web (#544) while this branch had regrouped billing-usage into subfolders, so git saw every billing file as renamed two ways. Resolved by replaying the branch in the new layout and merging there: every path only one side changed is taken verbatim from that side, and the one file both changed, schema.graphql, is main's SDL with this branch's additions spliced in.
