Prepare v0.11.0 release

Summary

• Prepare the v0.11.0 minor release from v0.10.2: version bump, audited release notes, and a focused upgrade guide.
• Cover FRED, custom harness profiles, editable/searchable workspace files, lifecycle controls, explicit project creation, schedule overrides, delegated callbacks, and notification behavior.
• Document removal of the unfinished Tycho GitHub App login/review-posting workflow while retaining read-only agent-scoped diffs through authenticated local gh.
• Add tycho --version and tycho -v for direct installed-version verification.
• Bump the bundled Tycho skill manifest for Codex, Claude Code, OpenCode, and Pi, and correct the stale inline-token removal promise with its supported migration command.

Compatibility

• tycho project <key> no longer creates a project; use tycho project create <key> [options].
• tycho github login, tycho github status, and tycho github logout were removed with the unfinished review-posting workflow. Use gh auth login for read-only agent-scoped PR diffs.
• Existing Claude-compatible custom profiles remain valid.
• Inline remote tokens remain temporarily supported; use tycho server migrate <server-key> to move them to the private credential store.
