Completed startup investigations still exposed manual lifecycle/host observers and ETW capture through the main CI workflow. Retire those three jobs, the four optional trace steps, the old branch-only startup workflow, and three unreferenced diagnostic drivers.

Every remaining ordinary validation step, matrix field, deadline and publication job compares equal after YAML parsing. Runtime files, package/version, lifecycle/scanner/input/concurrency tests and frozen failure samples are unchanged. The two repository CI-boundary checks now use the real failure-staging/package boundary instead of a removed trace step; all 13 test names and assertion calls remain. Active dump/failure helpers stay because ordinary tests still call them. CODEX also corrects the stale Marketplace status while keeping Open VSX public availability unverified. No release is required.

Validation: complete npm test; packaged VSIX validation (8 members); actionlint; UTF-8 without BOM/CRLF and diff checks; parsed before/after CI comparison. The original contract failures during removal and the preparation guard failure are retained outside the checkout.

Closes #60.
