Update and clarify the doc comments in `src/settings.js` for `ERROR_ON_UNDEFINED_SYMBOLS` and `WARN_ON_UNDEFINED_SYMBOLS`, and regenerate `site/source/docs/tools_reference/settings_reference.rst`.
