Implements native SQLite NOT IN for DALgo set predicates using bound values and three-valued NULL semantics. Empty lists evaluate true. Also corrects IN NULL parity with DALgo. Verification: go test ./..., go vet ./..., real SQLite row test, and independent adversarial review.
