NOTE: this PR is based on #34 as it requires zest update.

This PR:

Adds NpmPackageList, NpmPackageGet, NpmPackageVersionsGet, and NpmBuildList querying Pulp npm_package
Adds zestwrapper/npm.go and TestNpmSuite integration tests (is-odd@3.0.1 fixture)
Adds unit tests for href parsing, row assembly, and MockTangy npm methods
Documents npm API, href format, version-specific sync URL in README.md
