We want to be able to arbitrarily re-encode our image data.
Example applications:
When deciding what images to downlink, we want to preview our images since downlink speed is 20kb/s. This will involve re-encoding our images to heavily compressed jpegs
Images being downlinked will be compressed (losslessly)
