Rivet 4.1.2. and Yoda 2.1.2

• Update Rivet and Yoda versions
• Re-enable the ONNX interface as needed by https://gitlab.cern.ch/cms-gen/Rivet/-/merge_requests/274, disabled download of onnx files (see [RFC] Rivet and ONNX cmssw#48077)
• Add generic postrelease patch file to be reused for any temporary patches
